Before we go into what is Web 4.0 or Web AI, let’s see some of the basic and latest technology terminologies:

Based on the users’ responses to these problems the solutions are generated. Here the solutions are not generated based on single user response; the data collected from all users will be analyzed to generate an optimistic solution.

Most likely by end of Web 3.0 Era 90% of the internet base will be in social cloud platform with advanced web analytics system or with advanced social data mining system, which will lay the foundation for Web 4.0.
I guess the best and funny scenario will be if the Web 4.0 existed in the Tony Stark (Iron Man 2) world, he would never had necessity to discover an new element to replace palladium in his arc reactor, because web 4.0 would have analyzed his problem and offered him an solution.
