EXECUTE action within Conditional IF issue-

I have a strange issue. I have several conditional IF actions. It appears that if one of the IF conditions executes a query that all IF actions below it are not executed. Here is a representation of my structure:

01: IF <condition>
02: <actions>
03: <EXECUTE Query>
04: ELSE
05: <actions>
06: IF <condition>
07: <actions>
08: <EXECUTE Query>
09: ELSE
10: <actions>
11: IF <condition>
12: <actions>
13: <EXECUTE Query>
14: ELSE
15: <actions>
16: IF <condition>
17: <actions>
18: <EXECUTE Query>
19: ELSE
20: <actions>
.
.
.

If the condition on line 6 is true and executes the query on line 8, then ALL the IF statements below it are not even evaluated.

After some more testing this seems to be a wider issue than I'd originally thought. I am not able to get any IF statements to evaluate if they are placed after a previous IF statement that evaluated as true.
